Dear international community,
non-governmental organization "International Diplomatic Humanitarian Mission" OSCE "in Ukraine, signed 16February 2022 Memorandum for cooperation with public organizations, joined efforts to implement a joint humanitarian probe in Ukraine.
The goal of the initiative was:
- protection of Ukrainian citizens under a growing threat to a full-scale invasion of the Russian Federation,

Today we act in a constant threat. There's no time for long discussion or planning -- every minute of the bill. We collide with the challenges of the hour, and we have to respond effectively to humanitarian needs across the country.
Special anxiety causes a situation unprotected population categories:
- People with disabilities,
- who are older, including in intervals,
- With single mothers with children,
- People with mental violations,
- children who have no parental care.
At war, they need maximum attention, care and protection.
